Nagaland JCC to Continue Pen-Down Strike over IAS Induction Row

The Joint Coordination Committee (JCC) of service associations in Nagaland has announced its decision to continue the ongoing pen-down strike, following an inconclusive meeting with the state government's cabinet sub-committee on Monday. The deadlock revolves around the Nagaland government’s move to induct non-State Civil Service (non-SCS) officers into the Indian Administrative Service (IAS) cadre — a decision the JCC strongly opposes.

The JCC, which represents five major service associations in the state, has raised serious concerns over alleged procedural violations and breaches of the IAS (Appointment by Promotion) Regulations. According to the committee, the induction of non-SCS officers into the IAS bypasses eligible State Civil Service officers and undermines the merit-based promotion system.

The five associations forming the JCC include: The Confederation of All Nagaland State Services Employees Association (CANSSEA), The Federation of Nagaland State Engineers Service Association (FONSESA), The Nagaland In-Service Doctors’ Association (NIDA), The Nagaland Secretariat Service Association (NSSA), The Nagaland Forest Service Association (NF&ASA).

In a joint statement issued after the meeting, the JCC expressed disappointment over the lack of resolution and affirmed that the pen-down strike would continue until their demands are addressed. The strike involves employees refraining from performing official duties while remaining present at their workplaces.

"The government’s move is not only in violation of established norms but also a grave injustice to deserving officers who have served within the system with integrity and dedication," the JCC stated.
